Seven years after Ladakh lost its special constitutional protections, India's central government has offered the region's civil society leaders a partial answer to their long-standing demands: a proposed elected body with limited authority over land, environment, culture, and language. The offer, presented in New Delhi on September 10, stops well short of the statehood and Sixth Schedule protections that Ladakh's representatives have sought since 2019, and the absence of any written draft has left those leaders questioning whether the government is genuinely moving toward resolution or simply
