A sweeping review of 63 studies asks how humanitarian urgency and long-term development can be woven together to deliver sexual and reproductive health services where they are needed most. The answer, researchers find, lies not in choosing between emergency relief and systemic investment, but in learning to hold both at once—a discipline the world has barely begun to practice.
